On February 28, the Ministry of Public Security and the Ministry of Information and Communications signed a memorandum of understanding to transfer the function of ensuring information security to the Ministry of Public Security. The transfer is an important decision of the Government to ensure unity in management and improve the effectiveness of national security protection in cyberspace.
Among the newly received information security tasks are 10 administrative procedures belonging to 3 public services performed by the Ministry of Public Security.
These are licensing, re-issuance, extension, amendment, and supplementation of business licenses for network information security products and services; licensing, re-issuance of licenses for importing network information security products; and issuance of identification name certificates.

After receiving the task, the Ministry of Public Security assigned the Department of Cyber Security and High-Tech Crime Prevention (A05) to carry out the tasks. A05 is responsible for coordinating with units to comprehensively review duplicate or overlapping legal documents to propose alternative and merging solutions.
Deputy Minister of Information and Communications Pham Duc Long hopes that cadres, civil servants and public employees of the Ministry of Information and Communications, when transferring to the Ministry of Public Security, will quickly adapt to the new environment and complete their assigned tasks.
Previously, one of the tasks of the Ministry of Information and Communications was to ensure network information security. Accordingly, the Ministry manages information security; ensures information security for systems, technology application and development activities; prevents and combats spam; ensures personal information security on the network; protects children in cyberspace... The Ministry coordinates with the Ministry of Public Security to ensure security and safety of key projects related to national security in the field of information technology.
